First HRF transfer approved

Funds to co-finance WB budget support operation for critical services delivery

At the request of the Interim Haiti Reconstruction Commission (IHRC) the HRF approved the transferring of $25 million to one of its partner entities, the World Bank, to co-finance an Emergency Development Policy Operation that provides $30 million for budget support. The total package of $55 million will help the Government of Haiti to deliver critical services at the beginning of the recovery period.

The IHRC had submitted this request on June 17th 2010, in the occasion of its Second Board meeting held in Port au Prince, and the HRF Steering Committee had approved the financing the same day. The last weeks were devoted to the development of the operation by the World Bank team in tandem with Government officials. The Board of the WB approved the operation on August 5th, and the money should be available to the Government by Mid-August.  

This first operation confirms the ability of the Fund to respond promptly to the Commission requests. The HRF is well positioned to financing the scale-up of successful recovery efforts, and high priority initiatives. This should be a positive signal for donors that motivates them to honor their pledges. The Fund has only received 20% of pledges made by donors in international events held in Santo Domingo, New York and Punta Cana.  See complete press release.

US $30 million approved to support Haiti and Norway signed legal agreement to transfer US 31.2 million

At its first meeting, the Haiti Reconstruction Fund allocated US $30 million to help the Government of Haiti fill its budget gap to provide vital services and social assistance.  Money from the Fund will leverage an additional US $30 million of grants from the World Bank for budget support.  The Fund is a partnership between the Government of Haiti and the international community to help finance reconstruction following the devastating January 12 earthquake.  Its governing body is chaired by the Haitian Minister of Finance and its priorities are set by the Interim Haiti Reconstruction Commission.

Australia joined the Haiti Reconstruction Fund and Norway will follow-suit

Total contributions to the multi-donor fund soon to reach US$ 100 million

 
Honoring their pledges announced during the New York international conference held on March 31 2010, the government of Australia signed an Administrative Agreement (AA) with the World Bank to join the Haiti Reconstruction Fund (HRF), with a contribution of 10 million Australian Dollars (US$ 8.64 million).

The agreement was signed on June 10 2010 by the Deputy Director General, of AusAID, Mr. Blair Exell. The government of Norway will contribute with 200 million NOK (US$ 31.2 million). The Special Envoy to Haiti from the Norwegian Ministry of Foreign Affairs, Mr. Halvor Saetre, will sign the agreement on June 17 2010, in Port au Prince. With its contribution Norway will join the Steering Committee of the HRF as a member. These new contributions complement the first donation, of US$55 million, made by the government of Brazil on May 11 2010.

Urgent requests for financing from the Interim Haiti Reconstruction Commission (IHRC) to be approved

The Interim Commission is expected to have its first official meeting on June 17th. The Steering Committee of the HRF will also meet the same day to approve: i) the Fund’s operational guidelines, ii) urgent requests for financing from the IHRC, and iii) the administrative budgets for its Trustee and Secretariat. Pledges Up To 11 Billion Dollars Confirmed during the World Summit for the Future of Haiti.

Action Plan presented to serve as road map during the next 10 years.

More than 500 people attended the Summit for the Future of Haiti held in Punta Cana, Dominican Republic, last June 2 2010. Delegations from more than 50 countries and international development agencies confirmed pledges made during the last international meeting held in New York on March 31 2010 (Towards a New Future for Haiti), and announced new contributions to support the implementation of the Action Plan for the Recovery and Development of Haiti.

World Summit for the Future of Haiti

The Summit for the Future of Haiti is a meeting of the international community called by the Government of the Dominican Republic to seal a sustainable commitment with Haiti, so that it may recover not only from the earthquake of last January 12, but also from the historical isolation and poverty it has faced for over 200 years.

Brazil pays first donation into Haiti quake fund

WASHINGTON, May 11 (Reuters) - Brazil became the first contributor to a reconstruction fund for Haiti on Tuesday and World Bank President Robert Zoellick urged other donor nations to make good on their aid pledges to help the Caribbean country rebuild from a devastating earthquake in January.
